Have you tried clearing the area and replanting it.. Trim up all the broken limbs and get it back in the ground and watered as good as you can.. How long has it been out of the ground and the roots having air on them is your biggest question right now.. it may not live..

pending on how large your mango tree is , and where it fell ( i.e what side and indeed for how long ) now mango trees are large i can only guess that when you say yours came down in a cyclone , it would be pretty large . while it is on it's side do a good prune , in other words your not going to get any fruit this year , so sacrifice a harsh prune --- and i mean a harsh prune , for the comeback kid of the mango family but do not not!!!! stake this tree no matter what , and give a bucket load of water and yea will be rewarded . good luck .
