Hi , the command is ' regedt32 ' or ' regedit ' you have to type the command in run without the single quotes and you will get displayed registry editor where you can modify/edit/change registry settings of your operating system.
how to :
Click Start, Run and type: "regedt32" (without the quotes) and press Enter.

The Registry contains information that Windows continually references during operation, such as profiles for each user, the applications installed on the computer and the types of documents that each can create, property sheet settings for folders and application icons, what hardware exists on the system, and the ports that are being used. Its highly advisable not to edit or modify the registry settings without prior knowledge or idea , please take a back up of your registry before you play with it . If something goes wrong later you can retsore back your old registry.

Note :- Please be more specific what other information is required by you apart from this if any .
