Under New York DMV guidelines, you must wait until your 16th birthday before you can apply for a Learners Permit.

All applicants are required pass a written exam and vision test in order to obtain the permit. You then must hold the learners permit for 6 months from the issue date prior to applying for a driver license.

Depends on the state's laws. Check the website for your state's department of motor vehicles. It should have all requirements and laws listed.

According to New York....You must be 16. Don't believe me check the site for yourself.
