Sandpaper scuffs the surface of the ball, which affects the aerodynamics of the ball in flight (causing curveballs and sliders to break more). It's illegal to scuff the ball because it's considered an unfair advantage when a pitcher does it.

The smoother an object is, the less friction is created as it moves through air.

It's illegal because it gives an advantge to the pitcher. It makes it more difficult for a batter to judge the speed of the ball and therefore to hit it.

It make a rough place on the ball and then when thrown it will
have some erratic movement. Same as if you use a little vasoline on it. It was so so funny when the umpires went out
to check Joe Niekro and the nailfile came flying out of his back
pocket.
