what you see is basically egg whip... proteins produced by sealiving bacteria and algae, whipped up by the surf.

unless you mean the very shortlived foam that crests a wave as it breaks?

that would be just whirling water, with lots of airpockets in it, which dissipates the light as it moves through it, making it seem white. actually, its the same effect that produces milky glass.
