Go with a blue or aqua colour for eye makeup, if you're not confident enough to do your entire eyelid in a brilliant blue or aqua, you can get eyeliners in those colours these days, I would go with a gold handbag and shoes. They will compliment the eye makeup and look fabulous on brown skin.

Okay, assuming you're a good, healthy brown, your eyes should have a coppery + gold shadow (try covergirl, they have the best golds for a better price than MAC) go for Almost Black Eyeliner from L'Oreal, same for the mascara, for the blush go with the color that suits you best, and for lips try a dark and bold red. Crazy 50's style reds are coming back inbto style, though your darker skin will allow you to pull off the darker, more "Seductress" tones.

As far as shoes, you should try heels of some sort. I'm leaning more towards straw wedges with a brownish tan or even white top part.

The purse stumps me a little. Honestly, I'd have fun with it and get a boldly colorful purse, just to add a good little touch.

GOLD!!!!!! Ladies that are dark skinned and wear an off white dress look absolutely perfect in gold! The shade of the skin, along with an off white dress and the sparkle of gold is the perfect look! Your makeup though should not be done in gold because that would look a bit too monotoned. Try a smokey eye for your makeup, using blacks and highlights on your cheecks, and brow bones. If you really want to add the gold in your makeup, apply a tiny amount right along the tear duct of the eye, that should also bring the focus to your eyes making them POP!

I'd suggest:

Make up: Either match your eye color, or use whatever you feel comfortable wearing.

Shoes and handbag should match with the same prominent color. Although not white, since your dress is off white.

ok, if u have an offwhite dress, try and do a bold accent color. like mabey red, but DONT DO BLACK B/C U HAVE BROWN SKIN.(its not a good ,mix) do a lively color that says..."hey over here!" u culd do a bright, but refined green. for ur makeup, lets say u do .....green as the accent color, u would do green eyeshadow......(just b/c ur black, doesnt mean that u cant do bright colors! sometimes black people are shy about wearing bright colors in their makeup b/c it shows too much...DOINT B LIKE THAT. u have to make a statement wear bright colors and accents that flow.......but dont go overbaord.

I am going with the gold eyeshadow, nude glossy lip , mascara a must, and then for fun accessories I would get gold sandals and a summery looking leopard print bag/clutch. Some gold bangles and a chandelier earring.

For make up, use very light pink eyeshadow, black and green eye pencils, and black mascara.
Wear a nice print handbag to give life to your plain dress.
