Most of the time it is located just in front of the radiator or just to the side. If you can remove the steering wheel cover at the horn button. you can do it there. Try to find the fuse for the horn and pull it. If your lucky it will be on its own

The ideal is not to disconnect the horn but to repair it, the Horn switch in your steering wheel is loose so when you turn, it ground and here comes the Horn, under the Airbag, there is a spring loaded ground wire that came up thru the steering column, make sure that it in its correct position, when working with the Airbag be sure not to disconnect, cut or its wire (the yellow wire)

The horn is usually located between the grill/frnt bumper of the car and the radiator most likely on the Mercury it is on the drivers side, connector will have only two wires

The horn is easily identified under the hood. When you find it remove both wires and tape them up very nicely. Word of warning, if you live in a area where you have to get your car inspected it may not pass, so you may have to hook it up when you get it inspected, then you can always unhook it again.

your problem is in the steering column.or a wire grounding out. you didnt state what type of car this is
