After the fertilisation of the female egg with the male gamete a zygote is formed...this zygote gets attached to the wall of uterus of the pregnant lady....then this zygote starts developing....at the beginning the zygote doesnt contain any umbilical cord but then slowly the need of energy for that developing zygote increases day by day....then from the pregnant lady's placent a musclar thin tube called umbilical cord arises which gets attached to the baby.....this umbilical cord passes food, water, oxygen, blood from the lady to her child in the womb....after delivery the baby now gets a free atmosphere and can breathe the air and can get food externally......and now there is no need of that cord and so it is cut off.....i dont want to make any jokes as this is science but still " the cord is attached from the mother's uterus to the baby...but when the baby is outside the uterus....and the cord isnt cut ....then the baby has to still be below the mom (( hope u understood))

Because it's easiest for the doctors this way, so they can take your baby and do all sorts of tests on baby (weigh, measure, etc etc etc). It's only necessary to cut the cord immediately if there are problems that need immediate attention. I had one baby's cord cut immediately at birth because she came out blue and needed a breath, and because her cord was wrapped tightly around her neck it was the best idea for her. My second baby's cord was not wrapped so we kept it intact until it stopped pulsating, at which time we cut the cord (daddy cut it actually). Keeping the cord intact until it starts pulsating is the best option, as it increases iron levels in the newborn baby. There are no good reasons for the routine cutting of the umbilical cord in every baby, but there are many good reasons to let it stop pulsating first.
That said, cutting the cord too early isn't going to harm babies. It just isn't the ideal situation for babies to be in. They should get their cord blood, if possible.

The cord is cut to separate the baby from the placenta... The umbilical cord is used for feeding the baby during pregnancy and after the baby is born the placenta is exspelled from the mother and the baby no longer needs the umbilical cord for feeding...

the umbilical cord is basically to supply food to the baby till he/she is born. Once the baby is born, it can start eating from the mouth. Also the umbilical cord is attached to the Uterus before birth. It is practically useless after birth hence it is cut at birth.

Well the cord is attached inside the mother to pass on food to the baby and is itself attached to the placenta which comes out when the baby is born. So the cord has done it's job already by supplying food and so is cut as the mother will now either breast feed her baby or bottle feed.

It has served it's purpose. Just like the afterbirth, there's not much use for it. None for the baby. You can have blood drawn from it and saved, and the afterbirth can help fertilized your garden.

want the placenta stuff to hang from the baby's tummy till it rots? plus I suspect that if it's not tied or something, it might leave blood vessels open and let the baby bleed to death.
