I agree with the people who says not too many....
As they are hiring for more English Language Instructors, and the Japan Education System on teaching is different from what we have learned...
Sometimes foreign teachers have to follow this system...that is why it is very difficult for them to understand and express more...as too much test and no practical everyday English language conversation in a class.. What the foreign language teacher is teaching to their student in private is not what the test is all about in their schools so they are afraid of not passing those difficult test than speaking properly..As English can not be a daily conversation life in Japan, they seldom speak or hear a word so it would be hard for them to practice. Home-stays programs are good for studentsto learn and experience more other cultures as well as languages.
But the fact that they are very fast learners, so it won't be hard for them to learn any languages..if they need to..

If you are in a major metropolitan area, I would say that a high majority of anyone under 50, speaks English or at least studied English to a certain point during middle school and the high school level. Most of their language skills in English are somewhat picked up from popular American culture such as television, movies and music. Because of the passivity of the culture, few will attempt to engage you in serious English conversation. But some are willing to try their English skills.

No, quite the contrary. I always say, Typical Japanese people know about as much English as Americans know French. Which is to say, They can stumble their way through a menu and know a few greetings and key phrases, but that's about it. But plop them down in an English-speaking country and they'd have an extremely hard time.

"speak" doesn't mean that you can communicate in English as a matter of course.
Even the sign board in English is fewer than Hongkong and SIngapore.
Getting English road map and detailed info in English is difficult as well, even via the web.

No, they have their own language and no English subject at most primary grades. They hire tutors to teach them too, and have school where you can learn English.They are technology gifted ones!

i don't think so... based on experience... :)
i believe that most can get by with what's incorporated into their language already but conversing with them in english can be difficult... i can say that they can understand but they cannot really speak it... unless they've taken time to actually study it :)

They study English in Junior High and High School.
Many students, adults and kids, also go to a private school to study English.
