I have roses, silver bells, Tickseed, and holly bushes

If you have reaaly cold winters you can get styrofoam rose cones or rose collars to help protect the roses.

The holly should be treated with a spray of an antidessicant, like WiltPruf, to keep it from dehydrating in the winter. Since they don't lose their leaves water will still evaporate from them but with frozen ground it can't be replaced. The WiltPruf will reduce the amount of water that the plant will lose. Spray the tops and bottoms of the leaves around November sometime.

The others you can just let go or you can insulate them with some mulch or straw if you want.

add a layer of pine mulch 4 inches thick and the roots will be fine

You don't really have to do anything. They're perennials.
