Photoshop can, but it's an expensive program. The easiet way is to use Microsoft paint.

Or even easier, put the picture into Powerpoint and drag the corners to make the picture bigger. Easy as pie. ;D

Microsoft Photo Editor works good for downsizing photos. Right click on the picture you want to change and pick open with Microsoft photo Editor. Whgen it opens up go to IMAGE and left click scroll down to RESIZE, a window pops up with the size in Inches or Pixels. You can just hit the up or down arrows next to width and height to change the pic size. If you Change the UNITS to pixels it will show you how large the picture is in pixels then you can just lower the percentage a litle at a time and hit okay. It will resize the pic. You will need to hit SAVE or SAVE AS to keep the pic the needed size. It is VERY easy, hope I did not make it sound harder than it is.

Try http://www.resize2mail.com/ (it is the first one that comes up on Google for picture resizing) it works online rather than having to download pictures. Otherwise try Paint Shop Pro, you can get an old edition from eBay or something as the new one is £100.

But the online one is good and best of all is free!

To do this in Paint click Image - Attributes and put in the new size.
Irfanview is an excellent freeware program, as is Paint.net

You don't need one.

Open your drawing programme.
Draw a square and click inside it.
Choose import.
Select your pic
Select change by percent.

Postage stamp to bill board it's your choice.
