Can anyone give me a rational explanation for these lines?

um, it sounds like he's saying that the sun is rising and the land south of him (casca) is getting brighter, and that by "youthful season" he probably means spring, since this must be before Caesar is killed. Sorry I couldn't be more helpful, I haven't read caeser in 3 years ^^;
