A lighter? I don't think that's regulated, though I'm not sure a responsible merchant would sell one to a 10 yo as the likelihood of proper usage would be low, and the merchant held responsible if the kid, say, caused a fire with it.

But I'd be surprised if a lighter sale could legally be refused to, say, a 16 year old.

Trick of the trade, go for a zippo and say you want to make a gift to your dad.

I should think 18 very soon if them in London have there way.I do say 16 untill the Law changes
