The fastest production motorcycle is the Suzuki GSX-1300R Hayabusa. It had a top speed of 191mph (308km/h) up to the 2000 model year, and starting in 2001, its top speed was reduced to 186mph (300km/h) after an agreement with Kawasaki.

According to wiki, the top speed for an open-wheeled motorcycle is 252.8mph (406.9km/h) on a turbocharged 'busa.

That would be a Kawasaki ZX14R but there is another one called Marine Turbine Technologies/ Y2K Which does more than 250mph. top speed is unknown.
