Doesn't matter which country you live in - the principle will be the same:
1. If you are limited in mobility write/call all the arts/technical universities/institutions in your region and ask for their course prospectus, then see what looks good to you
2. Read film/theatre industry magazines, see what successful young directors have done - you can even write to them - you will be amazed at how generous in spirit a lot of people are - don't pester - just ask for a few words of advice - get someone to check your writing - and do some preparation first....etc etc
Remember - the harder you work the luckier you'll get....

Make movies. Make short films. Make one every day. Develope your craft. If you can't direct, then you'll know in no time! If you can direct, then you'll know in no time! School might be good for technicalities, but directing IS an ART. It is a gift. Some have it, some don't. Sure, anyone can direct from a technical standpoint, those are usually called 'second-unit directors' but you've got to have something in your soul that you want to project onto that screen EVERY SINGLE TIME you step behind the camera. Good Luck and Good Future! Some things you don't learn, you earn ;-)
