This is fundamentally the colligative property of boiling point elevation. The presence of impurities in a substance lowers the vapor pressure of a substance, thus effectuating a HIGHER boiling point than a pure substance. The mathematics can be traced to this equation:

ΔTBP=i·Kb·m

where ΔTBP is the change in the boiling point, i is the Vant Hoff factor, Kb is the molal boiling constant specific to the pure substance, and m is the molality of the solution.

So..I'm not really sure why everyone says the boiling point is lower...

usually impure substance have lower boiling point

EXCEPTION CASES:
if the bond formed between the original substance and the impurity is strong then it will have higher boiling point e.g brass is an impure substance and have higher boiling point than the substance from which it is made

(As far as I can gather) Your problem is that an impure substance is exactly that--impure. You can only judge the boiling point of a substance if that substance is pure, any impurities would skew your results.

Yes. Impurities typically make the boiling point lower, such as in the case of tap water and distilled water. Since the impurities are boiled out of the distilled water, its boiling point is higher. On a side note at the point water boils or 212 degrees Fahrenheit, i think it is, distilled water is super heated.

It depends. Certain substances would increase the boiling point while some would do the opposite.

generally, impurities slow down the boiling process...so their boiling point is prolly higher.
