This bundle runs straight out of the box - If you want to bypass web filters or proxy servers blocking any site, you can use Opera with Tor to safely and anonymously view or download whatever you want, because it uses the Opera (Internet Suite), so its really, really fast and the Tor network leaves no trace or history.

Plus This Opera Tor Bundle can be run off any disk: USB, network drive or hard drive.

A web proxy is a server sitting on a local network that proxies a port 80 connection to the internet (Port 80 is reserved for HTTP ie. Web traffic).

Proxies often have multiple purposes. Sometimes they exist to conserve bandwidth by caching webpages that have been visited, so that if a second person visits the same page, the proxy server can return the cached version rather than having to use internet bandwidth to go the original site a second time.

They also can provide blocking of certain websites. As for proxies, there are often ways around them, but those ways always require an intermediary system providing a work around. In other words, if you have another computer outside the network that can access a restricted site, there are various ways to have that computer connect to the site for you. For example, you could run vnc or remote desktop, and remote control the external computer.

As for everyone "owning" the internet, well no. The "internet" is exactly as the name indicates -- an "inter network" of connected networks. There is an organization that administers the allocation of IP addresses, but aside from that agency, and a few others like it, the internet has no regulation. For the most part, if anyone "owns" the internet it is the telecommuncation companies that provide primary networks through which most Internet traffic flows.

If the website is owned by the government or by anyone else, they have the right to block it from anyone - its THEIR site. Threre is no ownership of the Internet - technically -the ownership starts and ends with the physical servers that carry the information through. But it does not have owners.

There is no alternative to unblocking a site that is closed to you.
