It might be illegal to download copyrighted music, but what about uploading? Let's say I've bought an original copyrighted CD, and have uploaded a song to my website, without letting visitors to download it. Is it illegal to do so?

The "Legal Notice" of www.iwebmusic.com says that :

4. We do NOT allow downloading of our music. This is illegal and against the law. We do however allow you to link to our site and assume you have the proper permission to use said music and/or sound files.

5. Presently there is no law against you using music on your website as long as A: You do not allow downloading of said music. B: You do not claim it as your music. C: You give credit to the author of said music.

Are they true?

If I play in on my website, is it considered public broadcasting, and is thus illegal?

yes it's illegal. It's making an unlawful copy.

The website is not even close to accurate in its so called legal notice. Check the DMCA and the Copyright Act - which have no such provisions.

When you purchase a CD or music file, you do not acquire the rights to public performance of that song...check the license agreement under which your purchase was made.

No, technically it's unlawful to do both. However, the list organizations have a tendency to be targeting individuals who percentage plenty of song as an alternative than individuals who simplest down load, partly on the grounds that if no person stocks song then it isn't important if there are humans who wish to down load it, and in part on the grounds that humans who percentage plenty of records are less difficult to discover.
