Yes. China and other Asian countries do this. Some countries do blocking on certain occasions. Dont worry if a site of your favourite is blocked in your country. Use proxy and browse the site. Ex. http://kproxy.com

Yes China currently does this to control what their citizens are able to see and search. They even have enlisted the help of a major search engine to report to the government on suspicious searches and to block unauthorized topics.
