Yes China currently does this to control what their citizens are able to see and search. They even have enlisted the help of a major search engine to report to the government on suspicious searches and to block unauthorized topics.

think it has soemthing to do with content control by ISPs or something? some even claim US has an 'electronic Berlin wall' about it.
