To start what is DVD9 and is it true that DVD9 produce clearer image than DVD?

As the gentleman explained above, DVD 9 can store almost 9GB of data. And yes there is a difference in the Movie you store in DVD 9 and DVD 5 (which u refer as old version).

The difference mostly is in the video quality. If you watch the movie on a normal size TV then it wont make a difference to you. But if you have a OverHead projector on a big screen, then you will see the difference. Movies in DVD 5 loose clarity on big screens.

BTW big movie theatres use the DVD9 to play their movies.

DVD9 is a double layer disk that hold about 8.5 gigs while a DVD5 holds 4.77 gigs. Both deliver the same image qualiy.
Oh, and that 'older version' DVD you are talking about is DVD5, and both DVD9 and DVD5 are as old as each other.
