the wire is going to be the same resistance as the resistance of the material of the wire.
if it is insulated then you can remove the insulation.
realy though you would need to get a more conductive wire. or often it works to increase the size of the wire if you have a "heat" generation issue.
Its the wires atomic structure.
you can use very high tech processes to align the atomic or even subatomic structures. you can also induce fields but really you arn't "changing the resistance " unless you change the energy transfer process.

Increase the cross-sectional area or shorten the loop. Increasing the area is more effective.
