Yes it does. Download Yahoo Messenger and click on the chat button. It'll bring up a list of chats where you can then choose chat by topic or location. Have fun!!

just log on to your messenger
click on the messenger tab below the top bar
click on yahoo chat
choose join a chat room
then choose romance - click on the little "-" sign and a drop down menu will open
it'll let you pick..and there's one group that goes by location
then you can choose the state youre in

go to your yahoo chat list from your messenger window and then go from there....should be able to go to a chat room for your home state.

there's no link...just log to msger, and browse the location they have...in my case i am in singapore...so i go to singapore global chat1 for local chat...
