You may not be using the right type of foundation, or your moisturizer may not have absorbed into your skin when you put the foundation on. It could also be your cleanser and moisturizer. If you're not oily why do you use a shine control moisturizer? You skin might be trying to compensate for what you're stripping off your skin.
The orange is due to the shade not being correct plus reacting with the oils in your skin. Are you using the right formulation of foundation for your skin? The thick and greasy is due to the fact that your skin is producing the oil and it has no place to go and it comes through the makeup which makes it look gross.
Another option would be blotting papers, but it seems like it might be your cleansing routine.
I wear Bare Minerals and I don't have that issue. I have oily skin, broken capillaries, dark circles and it cover my issues and looks natural.
You may want to look into trying Bare Minerals. If you're near either a Bare Escentuals boutique or Sephora stop in and check it out. The nice thing is that you can try before you buy. If you don't like it you're not out anything. Both also carry a starter kit which contains 2 foundation shades, warmth, mineral veil, 3 brushes and an instructional DVD.
Otherwise go to a dept store cosmetic counter and see what skin type you have, what cleansers, moisturizer you should use and what foundation would be right for you , then look at the brands you've used and see if those have been the right ones.

Its sounds like you may be using a foundations that is for dry skin, and therefore has more oil in it.
It also sounds like you're using the wrong colour. Foundations are made with either a yellow or a pink base, and if you are having the yellowish/orange, then maybe you should consider buying a pink based foundation.
I think the best bet would be to go into a department store, or have a make-up party at home and have someone do your colours, to tell you what to buy.

Let your mosturizer set for a while I would go with MAC [not just because I work there!! lol] If you do go to MAC, if you have one near you, you can talk to a makeup artist about any problem or question you may have[or go to maccosmetics.com and talk to one online for free as well]. Also, if you aren't big on spending money on makeup[hey if i didnt get discounts on MAC i totally wouldnt buy it!] cover girl and maybeline are usually great. Ok. After you cleanse, pat your face dry, don't be rough! Use your mosturizer if you need it. Let it dry --completely--. Then after you use foundation let that set in completely then just touch up with powder to reduce shine. If your face turns oily after a while, I suggest rice paper for oil. Hope I helped a little! =]

a light coat of foundation on a cleanly washed face will be fine with some light mascara and pleasant lipstick

Try bare minerals, that is what I use and I never have a problem with looking oily. I have never heard of the orange isuue, but you aren't using face tanning lotion are you? That is the only time I have turned orange! LOL Good Luck!
