When the Government of India lets Indians free to build it.
1.Just see what happened to the stock exchanges in India, when freedom was given and NSE started competing with BSE. They became one of the most transparent exchanges in the world. India is now one of the best emerging markets. One infrastructure India has better than what China has right now.
2.Take Telecom where India has become the fastest growing in the world not just in percentages but actual no of phones added at the lowest cost in the world.
3.Take Tata Steel, which when the socialists wanted to nationalise and spoil when workers went on strike against nationalisation. Now given full freedom, it is the cheapest cost producer of steel in the world.
4. Take Indian Railways. It was seen as hopeless basket case just two years ago. When it was left free by the scalded Laloo,(after his anti development stance lost him elections in Bihar)
It is a case study for Management institutes for one of best turnarounds in India. It was achieved not by cutting staff, or by privatization but by cutting prices, improving service and other rational policies. Now it is going to build its most ambitious project ever in free India, the freight corridor along the golden quadrilateral.
5.Take aviation. A partly free competitive market now has seen one of the fastest growths. What is constraining the crowded aviation infrastructure now? The rigid government controls on private airports.

Infrastructures are made by Governments which consists mainly of politicians. Which politician do you think bothers about infrastructures? Besides, Indian electorate is mostly concentrated in villages and sub-urban areas who can be fooled easily by our leaders with false promises and emotional speeches. What you are talking about concerns mainly the urban population which is a very small fraction of the entire population and whose opinions and votes don't count in Government making. So, which political party will commit the foolish act of doing something for the urban electorate? Politicians are the most clever lot and they never do anything which will not give them any mileage. They also never miss to take credits and steal the lime-light for others' ideas and plannings ( take, for example, performance of Indian Rlys.). Our politicians are ever ready to do such types of works which can be done on papers only and which keep vanishing automatically, e.g. digging ponds and canals, sinking tube wells, planting saplings etc. On the other hand, (permanent) infrastructures can expose and subject them to criticism for their (mis)deeds.
