HTML is a scripting language for making webpages, it cannot be used for making graphics. But once you make graphics in a graphics program, the HTML can include them on the webpage.

If you don't have a star already, you can either draw it by hand in a paint program, or find a paint program that has that shape, or go to http://images.google.com and do a search on: "star coloring" (no quotes) or something similar. Adding coloring to the search will find plain drawn stars (as in a colouring book) for you.

Then use a paint program, such as Paint, or http://gimp-win.sourceforge.net/stable.html if you want a really good graphics program. Then you can colour them any way you want. GIMP does good two-tone or multi-tone colour patterns.

You can't. Sorry pal... it's part of life... HTML is not a graphic editing language or program. If you want stars then I'd suggest using a graphic editor... making the stars you want... then use HTML for what it's for... to place those stars on your website. Of course... if you're asking this question then most likely you haven't the slightest idea what HTML is so just give up now before you hurt yourself.
