Definately have to say a shy guy...if you're talking about love only.
Again, along the lines of what has already been said. A shy girl will tend to have more chance of "bumping into" the right guy, whereas the same is usually rare for guys.
As for generally....they both suffer equally. Their shyness usually leads to an inability to cause others to suffer (sometimes the cause of the shyness origionally) and thus, they tend to not have the confidence to go out and do something radical, because it effects everything.

If the true meaning of "shy" is applied, neither man or a woman would suffer at all !
Shyness basically is not supposed to cause any suffering. The consequence of being shy may alter the material aspect of a situation, and the resultant effect could cause misery or even happiness !
Suppose a man is asked to look at a woman and decide whether he chooses to marry, and out of shyness, he remains silent, and the process gets aborted, then it can be good if it would have been a mismatched couple, or a misery if the match would have been excellent. Same case if woman is shy, in the same example !

I think they both suffer equally. Some might argue that a shy woman suffers less because guys might still try to hit on her, where as girls rarely hit on guys, so a shy guy has no shot at all. But I think that is not true. A guy doesn't go up to a girl who's not giving him a vibe, and a shy woman wouldn't put out that vibe, or be in a place to be picked up on in the first place. And neither would the shy man. So they both suffer.

A man would definitely suffer more. Even if a woman is shy, she will always be approached by at least a dozen men every week. But men, we are usually the ones who make the first move in our society so we have a greater chance of suffering more by being alone.

Hard to say, but I would guess a shy man. A man is expected to be the aggressor to a large extent. Being shy makes it difficult to meet someone of the opposite sex. Since men are normally the ones to do the approaching, a shy man may never meet anyone. It's tough either way. I tend to be shy myself. If my boyfriend hadn't come up to me, we would never have met. I couldn't say hi to a stranger in a million years. But ironically I can get up on stage & sing to a crowd...it's different. A lot of performers are painfully shy when not on stage.

I think both.
A shy man has to fight the strong image of the male-hunter and the shy woman has to fight the image of the female-victim.

a shy man, definitely. it will be unnatural if a man is shy and if he is then survival is a big question in this tough cut-throat competitive world, believe me. for women, it's accepted...i guess!
