I just saw some footage on TV where two men were holding another. The man being held was zapped by a taser. The men holding him were not affected.

What's the deal?

It's about current flow. The current in the taser projectile flows from one pin to the other through the nearby tissue. There is too much resistance to the current flow for it to reach out to the other person and come back to the taser projectile.

First, a person a taser is used on is not electrocuted, as the definition of electrocuted is to kill with electricity.
Second, the human body is not the ideal conductor of electricity, but if the electrical charge is high enough someone touching the body (skin to skin contact) being shocked should be able to feel it. I was unable to find out just how many amps it needs to be in order to be conducted to another body, but it is in your best interest NOT to touch someone who is being shocked with a taser for more reasons than one.

From what I've seen on TV footage there appears to be two probes which shoot into the victim and the voltage/current goes between the two probes, so I suspect another person would not feel the shock.

yes you can feel it just not as much as the person being hit. The officers are just trained to cont with the arrest also the adrenaline usually kicks in and you dont notice it as much

Yes....why do you think they tell you not to touch someone who is being electrocuted. A sweaty salty body is a good conductor

The human body is a great electricity conducter, so yes, you would indeed be electrocuted as well.

they had on specal shoes. that is why that they wasnt efected if thy didnt yes thy would drop like him yes the current would have affected them as well this is logic. ?
