You need to up the compression... assuming its a JPEG. If its a BMP, well... there's your problem.

First you have to consider the image format. The bitmap format is the one which will take the most space since there is absolutely no compression. Each dot takes a specified amount of bytes (ex.: 1 byte for 256 color image). In JPEG format there is a more abstract representation of the image which avoids most of the needless repetition, instead of showing the same repeated byte over and over to represent a constant colored shape, the JPEG will say there is so many of this color coming.
Using a compressed format can indeed make you lose quality if you're using low quality software or conversion options but if you're careful in choosing good JPEG options it is much preferable.
If you still need ot reduce it you could try a compression utility like winrar ( http://www.rarlab.com ) which uses the most powerful compression algorythm. But don't get your hopes to high because since all formats, including JPEG, except bitmaps are already compressed additional compression is fairly limitted.
This is due to stastical principles which make a compressed file uncompressible. This can be tested easily by compressing a file called file.txt with winrar into file.rar . Then you copy file.rar to file.r to stop winrar from recognizing it and recompress it with winrar. In most cases the second compressed file (file.rar) will be a few bites BIGGER than the first compressed file (file.r).

BY zipping it,
either you can zip it through windows, right click on the file and then send to and there select the option zipped folder,
or you can even use some software like winrar or power archiver,
you can get these softwares from www.download.com
