The carpool lane, also known as the HOV (High Occupancy Vehicle) lane, is a way of rewarding drivers who do not drive alone. Depending on the State, and the area, 2 (or 3) adults who ride in a vehicle can use the special lane.
In common usage, a carpool is 2, 3, 4, etc. people sharing one vehicle to arrive at a common destination, usually work. Most times, those who do not drive contribute to fuel and vehicle maintenence costs, or rotate vehicles used.
In California, the originator of the HOV lane, motorcycles and low-emission vehicles, such as hybrids, can use the HOV lane with a single occupant. I do not know the laws in other states, but in California, if a single-occupant vehicle is ticketed for driving in the HOV lane, the fine is a minimum $276.
It is a way of cutting down traffic congestion on high-use commuter routes.

When driving to/from work, people now carpool...one person picks up several other people who are going to work at or near the same place ..to save on gas. A law has been put in place one lane specifically designated for the cars that have many people in them (who are carpooling to work) and they can move faster along in "their" lane because they are complying with the new law of carpooling.
