Low level takes for ever and they use it to fix bad tracks, the format we use is high level it is faster until your hard drive is really bad but for the price of hard drive now adays people buy a new one.

Low level format wipes out absolutely everything and maps your hard drive to skip dead sectors ... go with what the other answerer said and just get a new hard drive ... high level is still radical and will eliminate all your files ... don't format anything but a floppy. These procedures were made for older computers ... if you are having troubles try restoring your computer to an earlier date, or if you really have a bad hard drive save as many files as you can and get a new drive ... or a new computer.
