As u say its an old machine the problem might be with the laser head that reads the data it might have fine dust over it which causes the system not to reconize the CD u insert to solve this. Remove the CD -ROM from the machine and take it to a nerby service cneter or open up the upper casing ( there will b screws in it) b4 doing tat bring put the tray tat is keep the CD-ROM in open position then u will c a crystal like stuff on the ROM try cleaning it with NON-STATIC, NO-DUST, VERY SOFT CLOTH
If u have cleaning solution for CD-ROM Try soking the cloth and using it. this should help u.

Are you using a burned cd or an original? If the cd player does not read an original(store bought) then you need to have it replaced. Just may be past its time. May not be worth the time to troubleshoot auch an inexpensive piece. The price of regular cd roms are so cheap now that you can get them from anywhere. It would be wise to upgrade to a dvd-rom\cd burner. Its also an simpe replacement. Just make sure to replace the 3 cables (ide, power, sound).

Does other CDs work on this drive?
Does audio CD work? if yes does video / data CDs work?
Can you explore the CD? ( see the files inside?)
If a particular CD don't work , does that CD run in other machines?
If the 'problem ' CD is audio/video , does it run on CD players other than computer drives?
Try the CD cleaner if the same CD is read elsewhere.
And if the drive needs repair , may be its a better idea buying a new drive as these things are cheap nowadays.

Try a cd-lens cleaner.
Inside the CD-ROM is a laser that needs to 'read' the cd. Sometimes this laser is blocked by dirt. A cd lens cleaner is a cd with little brushes on it that will wipe the laser clean in case it's blocked by dirt. If this doesn't work try the CD-ROM on a friends computer to see if the CD-ROM is really not the problem

Deleting of programs can cause other programs not to run propally have you try to use explore and open the cd-rom from thereif that doesn't work you may need someone with more experence to give you more detailed instructions another suggestion is to try system restore that might help run other programs that you are having trouble with.

Sometimes a another program will associate itself with a windows program...so when you uninstall it, it takes part of the original program it associated itself with, with the uninstall...then it's gone...
My suggestion is to reinstall the windows CD drivers...this may be accomplished via scandisc...rightclick c drive, then properties, then tools, then error-checking (scandisc) this will look for and fix problems in the Windows System files such as the CD/DVD Windows drivers.

I would bet on a loose ribbon cable inside your PC. The light is sometimes powered by a separate cable and the power cable supplies power to open the drawer. But if not all the signals are connecting in the ribbon cable, it would do what you are describing.
