Technically: Maybe.
Your ISP makes backups of their mailserver and this email might be on one of their backups. I dont think however, that they will do you a favor to restore a backup just because you forgot to save your email. But you can ask, if you need this email very bad and you can make a strong case, they might help you out.

Yes, if they are on your ISP's server - either check with them or you have automatic access to them. No, if not - unless you have a backup that you can restore.
