The rulerships are usually decided according to a herb's aroma or taste.

Although these 2 herbs' rulerships are not listed in my Astrology books, I do know that sharp and sour scents or tastes come under the rulership of the Sun.
So I'm inclined to think that both of these herbs are ruled by the Sun, especially Citronella. Jupiter rules pleasant or well-scented odours, so Gingergrass could actually be ruled by Jupiter.
BTW, Citronella is a very effective mosquito repellant.
And just ignore the ignoramuses amongst us.

Thought I might find ginger-grass in, Healing with Mother Earth & Astrology by Marcia Starck. Nothing on citronella, but I did find Ginger;
it goes to the planet Mars and the color red, fitting since that's Mar's color too.
Found Quaking grass, goes to Libra; has a certian bending flexability in its form and is also part of a group, reather than seperate, as is ALL grasses. It thus they bring out group harmony and cooperation through the blending of individual egos. (lots of those giving unapplicable answers on this site) It is a helpful essence for those with Saturn in Libra, serveral planets in Libra, and hard aspects between Venus and Saturn.

Astrology is complete nonsense and completely worthless. Educate yourself and learn something real about the stars and planets, not an moldy old superstition which has been proven countless times over to be pure claptrap. I apologize for the harsh tone, I'm usually much more mellow -- but horoscopes for plants??!! Now you've just gone too far...
