In most races, you officially finish when your chest crosses the finish line. So as long as your chest crosses the finish line, you can dive all you want (but it may not help you arrive sooner).

The fastest way to run to the finish is to run past the finish to some point beyond the finish, so you pass the finish line at full speed. If you just run to the finish line, then you have to slow down before you reach the finish. Diving for the finish line is the slowest way, because you become rootless and rely on momentum which diminishes fast.

they can and some do when it is a close finish, but the person whose chest crosses the line first(not the head of foot) will be the winner in a photofinish.
