No. The barking moonbats love this and other conspiracy theories, but they are simply wrong.

No such method of mind control has ever been developed and if it ever were it's extremely unlikely that it would be used from a plane. There are transmitter towers all over the country which would be the method of choice -- they have already got power supplies and people are used to seeing them, so there wouldn't be any sudden appearance of an oddly behaving airplane to warn people.

And with the riotously wrangling factions in the USA, not to mention the rest of the world, you'd know right away if some device like this was deployed. If one side or the other suddenly falls silent or starts to parrot the other side's Official Line, that's the time to start worrying.
