They are assignable in some programs. I assign 'actions' to my F keys in Photoshop all the time.

A lot of programs use them for short cuts. Word and Powerpoint use F7 to spellcheck and powerpoint uses F5 to start a presentation. On some laptops they have more functions when the function key is held down
