If your truck has a "fan clutch" on the water pump shaft, and it turns stiffly, it is working ok. The fan clutch is a round aluminum casting bolted onto the water pump, maybe with small fins on it, and the fan is bolted to it. If the fan turns easily by hand, it may be defective.
Do this: Run the engine until it is up to operating temperature. Then STOP the engine, open the hood, Make sure all movement in there has stopped, reach in and try to turn the fan by hand.. If it turns freely, the fan clutch is bad. If it is stiff, its doing its job of running the fan to draw in fresh cool air.
Drive to an auto parts store-have them check it. If they are any good at all, they will be able to decide what is good and what is not!

Yes, it should be somewhat stiff. The pump has a mechanical seal in it and that will cause some drag.
A little extra: IF you have a fan clutch, between your fan and waterpump, after you put the belt on, the fan will still turn but have quite a bit of resistance. IF a fan has a clutch and you can spin it freely, with the belt installed, the clutch is worn out. Pops

A little stiff should be fine. It means that there is enough oil inside of it to fiction correctly. Take a look at he fan clutch. If it is wet from oil, then you should be concerned. If not I would not worry about it. Do this, with the engine warm, rev the engine while observing the fan, if it spins slowly, then you have problem. If it spins faster when reved then you probably OK.

the fan should turn easily with a little tension. because you installed a new pump you have to check the tension on your belt and make sure it is not too tight. If it is too tight you may end up destroying your pump.

Depends if you have a clutch fan or not? If you have a clutch fan it should turn freely with very little resistance! If you have a fan that doesn't not have a clutch that fan should not move unless you really yank on it!! Good luck!!!

If it has a fan clutch when it is cold should turn easy, but after it heats up it should be hard to turn.

My fan is hard as crap to turn... you have to turn the entire engine over with it.... but its a flex fan.. there's no clutch to it. LOL.
