My husband bought a few pairs of jeans but they are too long at the bottom, we live in a small town and the seamstress wanted to charge us for the labor, as much as the new pair of jeans. We can't afford that right now but I am willing to learn how to do that by hand.

Well, if you're handy with a needle and thread, just tuck the ends under, and sew those babies shut. If you're not too talented in the sewing department, just do the same thing, only instead of sewing all the way around the leg, just make a couple stiches at 4 points (front, back, and sides). It's enough to keep it all together, and it's super-simple. You don't have to be a seamstress to get it right. And consider your husband lucky.. I have the exact opposite problem : I'm 6'0 tall, have a 39 inch inseam (yeah, reeeeaaallly long legs), and it's impossible to find pants long enough! I usually have to find pants with cuffs that I can take down.. or buy pants with a high waist, and sew the crotch, resulting in a lower waist, and longer inseam. Ahh, but that's a different topic...
