I already have asked them plenty of times for my check, and they said they are having payroll problems. I just needed to know who to contact on getting this straightened out.

Make out a sheet of how many hours you've worked and what they owe you-like an invoice or reciept, print it out, then go to the OWNER, not your boss or a manager, go straight to the top.
Stand up straight, get your eyes to flash a little, all Bruce Willis like, walk into his office, slap the paper on his desk, and say, firmly "This is unacceptable. As you can see I've been working here since (X), I've put in X hours. YOU need to pay me Now."
If he says that's So & So's job, say NO, YOU take care of it TODAY. I'll wait." Be scary but calm. Bruce Willis calm.
This has never failed me at wage jobs. Its got a couple managers demoted, though.
In the highly unlikely event they give you a "watcha gonna do about it" tell them you can get them TOP. Search Engine. Ranking. Anytimke someone types in the name of the company, the first thing that will come up is that they didn't pay you.
(This is embarassingly easy to do, BTW).

If it's a big office, go to the payroll division and ask for an exact date on when you'll be paid.
If it's a small office, tell the boss you need to pay some bills and ask when you'll be paid. If he doesn't give you a good answer, you'll need to take your time sheets to the unemployment office and ask them how to proceed.
You might be forced (if you leave the job) to file a small claims case. If that happens, don't be afraid to do it. Costs less than $50 and is done fairly quick.

They were supposed to give a schedule of pay dates. Did you get that? Did you also submit all required documents to set up payroll (Social Security Number, tax deduction forms, benefit enrolment forms and possibly others). If everything is in, then contact the local labour office. There number is posted on a bulletin board in the lunchroom.
