Just saw this question. And yes it's 231.00.
Look, if you take the people in your class out for dinner and the check comes to $700.00 the tip would be $231.00 which would make the bill
$931.00 That sounds like more drinking that eating. HA HA HA Just having fun.

something my teacher taught me when i was younger concerning this is:
"is over of equals percent over 100"
(is / of = % / 100)
so you asked what is 33% of 700...
you would get x/700 = 33/100
then you would cross multiply to get 100x=23100
divide both sides by 100, and x=231 your answer! :)
the previous replies are all correct, even simpler, i just thought id throw this method out there to see if it helped you understand clearer :)
