It totally depends on your price range. Thier are some absolutely beautiful brands out there with fantastic makeup like Nars, and Bobbi Brown, but they are super expensive!! For brands that I like that are definetly worth the money I love Makeup Forever for any eye and lip colors, because they are super pigmented, and great for mixing colors (like you can buy one pink color and mix it with white to make it a little softer, or mix it with a bright blue to make it an intense violet, or navy blue to make it a deep purple, ect.. alot easier to do than you might expect too), the lip colors are great for the same reasons. For foundations etc, I like to use mineral makeup, it's much nicer to your skin (some brands were already mentiond like bare minerals), my favorite brand is Cover FX, they just came out with a great loose powder that can be worn on its own as a foundation called Mineral FX, I like it better for every day use than some of their products that are meant for much fuller coverage. I agree with some other people that MAC is a good brand, but they arent at the very top of my list. Otherwise I suppose it's up to you, there are lots of good brands out there, though I don't think one brand is the best at everything, I find that most brands excell at some, and lack at other things.

Physicians Formula is a good reasonable brand that you can buy at most drug stores. Clinique is very good, but a bit expensive and you must get a Department store like Macys.

I don't use just one brand. There are so many companies out there and each one has something different to offer. I like Maybelline or Loreal mascara. But I like lip gloss by Benefits and Smash Box. Mac has great eye shadow color, which also double as great powder eyeliners. If you're really a shopaholic, go to Sephora and you can play with a lot of different brands at once. It's a fun time.

Lancome works best for me. They have wonderful powders for the summer (shine control) and regular for the winter. Also, their free gifts are perfect, you get a mascara, lipstick, lip gloss, eye shadows, cream or some other stuff that will last you for as long as you have the powder. From drug stores, I'd have to say Maybelline, Max Factor and Revlon are pretty good as well. Hope this helps.

As said, depends on how much you are willing to pay.
There is no "best," it is subjective. However, quality
does vary.
Most importantly, is your skill level in make-up.
There is no sense in investing in higher priced brands
if you do not have the basic's down, i.e. tools, application,
or even picking out colors appropriate for your skin tone(s).
Rule of thumb: (quick sketch)
1. Skin condition: oily, dry, t-zone, acne prone, etc.
I think Exuviance is very skin caring for trouble skin. You can get this at Ulta II.
2. Climate: your geographical area. Warmer climates need oil absorbing, while cooler climates need moisture.

Clinique for the face because its hypoallergenic, allergee free and most of their foundation, concealor, powder is water based, and dermatologist recommend it. Mac for the eyes and how long it lasts and you can make it so dramatic if you want or just keep it natural. Neutrogena because its cheap and okay for the skin. Flirt cosmetics for nice colors and make up that good really good for a reasonable price.

I own at least one of practically every brand ever. LOL Yeah I'm a makeup freak. But i think that the brand is not as important as the colour and quality of the makeup.

Bare Escentuals!!! If you haven't tried it, that's the only reason you're not using it now! It's 100% natural and it has been proven not to break you out. It also covers really well. I sell Avon, and since I'm sitting here telling you to use Bare Escuentals, that has to tell you something! :-)

Mary Kay. I have very sensitive skin and this is the only brand that doesn't make me break out.
