I used to work in a costume & make-up department, and we had to deal with wigs quite a bit. It all depends on the type of wig and the effect required.
Most often, nothing is worn under the wig, just the actors hair is tied up (as flat as possible) and sprayed into place. the spray and a few grips hold the wig in place. Occasionally a thin coton hair net will also be used to stop the actors real hair falling out from under the wig.
Occassionally, the actors hair will be to long or have to much volume to make this really possible, as the wig will look like its sitting an inch or to above the head - in this case we will eithetr cut off or shave the hair (we cant make the actor do this, only request it, but they didnt often refuse). Then the wig sits flush onto the head. if we'd shaved the head, a piece of soft cotton would be sewn under the wig to prevent irritation.
Contrary to poular myth, 'bald caps'; are not worn under wigs - the wig woyuld just slip off as their would be no grip.
Althought, as i said before, it depends on the effect required, these are the most commonly used methods if you are trying to make the wig look like natural hair.

"Wig caps" are stretchy caps that basically look like a pair of pantyhose with the legs cut off. They're worn under wigs to contain an actor's natural hair so that a wig can be worn. Wigs have to closely fit the actor's head so that they look real. Unless it's on purpose, a wig worn without a wigcap looks really bad.

Well, from what I've seen, it looks similar to (and I think is made of the same material as) tights without the legs. It keeps all of their real hair under the wig, and can be used in combination with bobby pins, etc. to hold the wig in place.

What they wear before putting on wigs are called 'bald caps'. I think characters wear wigs because it helps in characterization, to fully grasp their character.

lloks like a stocking cap and i imagine its to keep stray hairs from peeking out from under the wig and so the clips from the wig have someting to grasp
