The people of Puerto Rico voted to remain a commonwealth in the early 90s. They had the option of becoming a state and paying federal income taxes or remaing a commonwealth and pay no taxes but not have the same benefits, such as food stamps and medical insurance, that they would have as a state.

I think there are stipulations set forth by Congress the petitioner has to meet, such as certain contributions to the welfare of the existing Union such as increased Gross Domestic Product, protection of the National Interest, etc.
But I think they can be denied for any reason whatsoever or no reason whatsoever, so be it.

They will become a state whenever they vote to become one. So far they have chosen to remain a commonwealth. They had a choice, I understand, between statehood, independance, or remaining a commonwealth, and for the moment they chose to remain a commonwealth.
