The term is used to describe a class of people, usually poor who live in close quarters. A section of the city that is rough. It's hard to describe, and I did the best I could with it.

Picture a bunch of blacks, Latinos, and a few whites, all living in discount hotels and crappy apartments where the neiborhood is rough, and crime is everywhere. Everything looks poor and the greatest basketball court in the neighborhood is an empty lot and a grocery cart at one end propped up on a dumpster. And I didnt mean to sound so racist. SORRY =(
