i have tried to find this item on the internet but i don't know what to call it!

Cowl Vent Cover (part between windshield and hood

This is the cowl ventilation grill or call it the (cowl)ram air induction/ ventilation grill. It takes air from outside and directs it into your heat/vent ducts inside the car. Try "cowl ram air vent" or just "ram air or outside air vent.

Try looking for a 'cowl hood' or 'hood vent' or 'hood louvers vents.'
I am not sure exactly which one you are looking for but one of these should do the trick.

its called a cowl which can be just that piece of welded to the fire wall
