It depends on the pollution in your area. If it is high pollution like say L.A then no it is not. Remember the evaporation cycle. The dirty water from the streets evaporates to the clouds, clouds get heavy with water and it gets colder hail forms then falls.

If it's just a couple, it should be harmless.
All precipitation, including hail, needs some small particle to form on. Usually this is some sort of particle of dust or pollution in the air.
If you live in a city, particularly an industrial one, the centre of your hailstone is likely a little piece of pollutant. The water that has frozen around it might not be too clean either.

No, it has all kinds of atmospheric pollutants.
If you read this article about all the really nasty pollutants that end up in snow, you may decide to put on rubber gloves even if you're only making snowballs:

why would you want to do that? Well depending on where you live at. If it's open country it should be o.k. but if it's in a busy large city that will probably be a bad idea.
