No. Halters are not good after summer. Not even under a jacket. You may be able to get away with a black formal dress that is a halter.

halters are usually worn in spring and summer time but one could wear it and then a top or sweater over it. too cold for a halter in the fall and winter..............

I don't think there really that good any time of year. Then again I don't have the best body. I mean come on all the do is make ya flop out. What good are they? Who really considers these things to be clothes? Might as well walk around naked.
