Not really, it's more of a catch phrase. However, the "official" rules of the game are:
1.No Immortal can fight on Holy Ground, no matter who regards it as Holy (If done, a dark quickening happens, which results in a loss of power instead of a gain)
2.Immortal combat is one on one - no outside interference, no two on one
3.Mortals must not learn about Immortals - if you are killed, you move on
4.No Immortal can have children
5.At the last, all Immortals will feel drawn to a distant land, to fight for the Prize - this is the time of the Gathering
6.In the end, there can be only one - the last one will receive all the power of all the Immortals who ever lived ( in the original movie, Conner receives the gift; it bestows upon the "only one" great power, such as to rule the world in darkness, as The Kurgan would have done had he succeeded)
Although perhaps not strictly a rule, it's generally regarded as poor form to use a gun or similar weapon to shoot your opponent before beheading them!

Good Question. I always wondered if when a good highlander was saying there can be only one if the bad guy he was going to behead attacked him during his little beheading speech. I don't think that punk guy in one of the movies said that quote though.

I think that because a lot of the Immortals are friends, they have a truce. Other Immortals are out to get as much power as quickly as possible. Maybe they say "There can be only one" instead of "Upon your death, shall I gain the power to be the One" because it's shorter? I don't know...cool saying though.

Because there can only be one that is the most powerful.....
but I would hate to be the guy who has to change all those lightbulbs when they explode..
Why is is there always 2000 lightbulbs always hanging around..don't they know how to do that in the middle of the freakin' desert....

Don't know. But the question remains, if there can be only one why did they have to have 4 movies? Why couldn't there "be only 1?" Because the 1st one was the best.
