Some actors are credited in movies with their character's name only. Occassionally, however, actors who are particularly well known but are appearing in "cameo" roles will have "and as" after their name and preceeding the name of their character. This is a matter of "special" designation and is a way of providing distinction from the rest of the cast. In any case, it is usually a way of acknowledging the career of a 'veteran' actor or actress and is always specified in their contract.

Wow. I think you all got it wrong. I don't have the right answer, as I came here to find out the answer myself. The credit might read (for actor Scott Summers). Movie "Mr. X" Brad (as Scott Summers). Why does it say that Scott Summers is as Scott Summers when he is credited as the character name Brad?

It's telling you, what actor or actress, was who in the movie. For example- in the movie "Dirty Harry", the actor Clint Eastwood was Harry Calahan (A.K.A. Dirty Harry).
