The general assumption is that the parents will read them before they get mailed out, then they will make the purchases, if applicable. Actually, they may go to three different places, the Operation Santa Claus project, or that branch office will answer come of the mail, or the Dead Letter Office.
The Postal Service does not fund nor maintain a national “Letters to Santa” program. However in 1912, Postmaster General Fred H. Hitchcock first authorised postmasters to allow individuals or institutions to use letters addressed to "Santa Claus" for philanthropic purposes.
If they want to get involved, the USPS local branch has a special holding area for Santa's letters. Then if they are a participating office, forward them along to Operation Santa Claus for presents and other needs. For those letters that require an answer, the USPS branch volunteers will write back to the child or will forward them to any charity who will do so.
Operation Santa Claus:
It doesn't’t matter to the Post Office where the letters come from, or why. Postal workers volunteering before or after their own shifts put out the letters, and keep track of which children will be getting gifts so that there are no repeats.
The postal volunteers also take the time to send letters to people in other parts of the country, from Florida to California, many of them former New Yorkers, who want to participate in Operation Santa Claus but can’t get in to the Post Office to choose letters.
Incidentally, postal workers in a number of other cities have established their own local versions of Operation Santa Claus, modelled on New York. If your town hasn't, ask the local postmaster why not.

In our Post Office we have a special letter we send to children who mail Santa a letter.
The carrier gives the station manager the child's letter and the next day has a letter to give to the child.
What happens to the letters once the station manager gets them is a mystery.....emailed to north pole?

Most often they actually go to North Pole, Alaska... I saw a show on the travel channel about it. People in the town volunteer and write back to the kids who write to Santa. However, when I was a kid my mom apparently just took them to work and had a co-worker reply.
